Overview

Jaspreet Lochab-Dogra is an Associate in Lozano Smith's Sacramento office. She serves public agencies through legal representation in a wide variety of labor and employment, governance and student issues, as well as assisting with investigations.

Experience

Ms. Lochab-Dogra routinely assists public agencies in a spectrum of labor and employment matters, including workplace grievances, Unfair Labor Practice charges, CRD and CDE complaints, Certificated and Classified discipline and dismissal procedures, and employment contracts. She assumes a pivotal position in acting both as a neutral third-party investigator, as well as navigating clients through the intricacies of workplace investigations, effectively managing claims related to discrimination, harassment, retaliation, and the establishment of hostile work environments, among others. Central to her practice, Ms. Lochab-Dogra provides guidance in interpreting collective bargaining agreements, while also drafting and revising board policies and administrative regulations.

Ms. Lochab-Dogra regularly advises administrators and boards on a wide range of governance issues, including the Brown Act, the Public Records Act, and conflicts of interest. Assisting clients in managing information inquiries, Ms. Lochab-Dogra has experience with skillfully crafting document productions and responding to requests. She also routinely helps public agencies navigate election matters, including the California Voting Rights Act, Federal Voting Rights Act and redistricting.

Education

Ms. Lochab-Dogra earned her Juris Doctor from the University of California at Davis, King Hall School of Law. During law school, Ms. Lochab-Dogra served as the Editor-in-Chief of the UC Davis Journal of International Law and Policy, and was a board member of the Law Student's Association and the King Hall Labor and Employment Law Association. She also worked at the Sacramento Superior Court and the California Department of Financial Protection and Innovation. Ms. Lochab-Dogra earned her Bachelor of Arts in Political Science from the University of California, Los Angeles.
