Haley Fagan is Senior Counsel in Lozano Smith's Walnut Creek office. She represents school districts in legal matters related to students and special education.
Experience
Ms. Fagan has experience providing legal representation to foster youth and enforcement of their educational rights in the areas of special education, school discipline, school stability and high school graduation. She also has experience representing youth throughout all stages of juvenile dependency proceedings. Ms. Fagan has served as Staff Attorney, Director of Education Advocacy, and Director of Training at East Bay Children's Law Office. In these roles, she has facilitated attorney and social worker inter-disciplinary case management systems, and provided trauma informed legal representation. She conducted numerous trainings on educational rights for foster youth.
Education
Ms. Fagan earned her law degree from Harvard Law School. She earned her B.A. from the University of California, Berkeley.
