Alyssa R. Bivins is Senior Counsel and co-chair of Lozano Smith's Special Education Practice Group and practices out of the firm's Sacramento and Fresno offices. Ms. Bivins represents school districts and other educational agencies in special education, student, and litigation matters. Ms. Bivins regularly provides guidance to school district administrators in navigating the complex landscape of state and federal education law, including nuanced issues related to medical marijuana and mental health programs. Ms. Bivins also represents school districts at Individualized Education Program (IEP) meetings, special education mediations, due process hearings, and expulsion hearings.
Travis E. Cochran is a Partner in Lozano Smith's Sacramento office. He serves as City Attorney for the City of Greenfield and provides legal advice and services in all aspects of municipal law. Mr. Cochran regularly advises cities regarding public safety and law enforcement, land use and planning, labor and employment, public works, and code enforcement. He is particularly experienced with open meeting and conflict of interest laws, and attends council, planning commission, and committee meetings and advises on procedural questions and proposed actions. Mr. Cochran also has expertise in facilities and business issues affecting public agencies, including procurement, construction advice and litigation, land use and CEQA, and preparing and negotiating all types of contracts.
