Lozano Smith Attorneys Selected to the 2021 Northern California Rising Stars List

Congratulations to Lozano Smith attorneys Alyssa Bivins, Carolyn Gemma, Travis Cochran, and Wes Carlson for their selection to the 2021 Northern California Rising Stars List by Super Lawyers Magazine. Each year, less than two and a half percent of lawyers in the state receive the Rising Star designation.

Get to know Lozano Smith's Rising Stars:

Alyssa R. Bivins, Associate in Lozano Smith's Sacramento and Fresno offices, serves as co-chair of the firm's Special Education Practice Group. She represents school districts and other educational agencies in special education, student, and litigation matters. Ms. Bivins has represented school districts in nearly every legal forum in California, including federal district court, California superior court, the California Courts of Appeal, the Office of Administrative Hearings, the Office for Civil Rights, and the California Department of Education.

Carolyn L. Gemma is Senior Counsel in Lozano Smith's Sacramento office. She advises educational institutions throughout the state on all matters affecting employment, students and board governance. Ms. Gemma is AWI (Association of Workplace Investigators) trained and has significant experience conducting prompt, thorough and effective workplace and Title IX investigations for both K-12 and higher education clients.

Travis E. Cochran, Senior Counsel in Lozano Smith's Sacramento office, is the chair of Lozano Smith's Technology and Innovation Practice Group. He advises public agencies on areas such as construction, bidding and alternative delivery methods, technology contracts, CEQA, and energy conservation projects. He also serves as the City Attorney for the City of Greenfield, and provides a full range of legal advice and services in all aspects of municipal law.

Wesley L. Carlson is an Associate in Lozano Smith's Fresno office. His practice is focused on the facilities and business and local government aspects of public agency law. Mr. Carlson represents school districts and local governments in real property transactions, construction and public works projects, facilities use, business services agreements, and board governance matters. Mr. Carlson is also involved in municipal code enforcement for local governments.
