Charter School Authorizers Conference

Across District Lines: Renewal and Oversight Challenges for Charters In and Out of Authorizer Boundaries
Event Single

Details

This session will examine the legal and practical issues that arise when a continuing charter school operating outside the geographic boundaries of its authorizer seeks renewal or a change in authorizing authority. Presenters will walk through real-world scenarios facing authorizers and charter operators, including:

1. Renewal options for charter schools physically located outside the geographic boundaries of their authorizing district.
2. When a charter school may seek authorization from the district in which it has always operated.
3. Requirements for continued operation outside an authorizer’s boundaries, including the need for consent from the district where the school is located.
4. Considerations when a charter school proposes to relocate into its authorizer’s boundaries after operating elsewhere.
5. Appeals and renewal pathways involving districts, county offices of education, and the State Board of Education.
6. Oversight, fiscal, and accountability implications for authorizers when geographic location and authorizing authority diverge. Participants will gain practical guidance on navigating geographic boundary issues, structuring renewal decisions, and managing authorizer transitions for continuing charter schools. The session will provide tools for authorizers to address these complex situations while remaining compliant with California Education Code and the evolving charter school legal framework.
