Caitlin C. Barlow is an Associate in Lozano Smith’s Sacramento Office. Ms. Barlow represents public agencies with a focus on special education, student, and governance matters.

Experience

Ms. Barlow’s experience includes providing legal advocacy, case support across administrative hearings, and client representation within community-based legal services environment. Ms. Barlow has combined experience in special education compliance, administrative law, and California education requirements, including application of IDEA, Section 504, procedural safeguards, and multidisciplinary case management.

As a former special education teacher, Ms. Barlow has drafted Individual Education Programs (IEPs) documenting student needs, eligibility, goals, accommodations, services, progress, and required procedural elements. She conducted IEP meetings with parents, administrators, educators, psychologists, speech-language pathologists, counselors, and related service providers to discuss eligibility, placement, accommodations, services, and educational progress. She also maintained confidential student case files, compliance documentation, and educational records in accordance with district procedures, IDEA, Section 504, and California special education requirements.

Education

Ms. Barlow earned her Juris Doctor from Northwestern Pritzker School of Law and her Bachelor of Arts in Media Studies, with a Minor in Public Policy, from the University of California, Berkeley. She also holds a Master of Education from the University of San Diego.
