Diane W. Freeman is Of Counsel in Lozano Smith's Fresno office. Her practice is dedicated to serving public agencies in the area of municipal law.

Experience

Ms. Freeman has more than fifteen years of experience advising local government agencies on a broad range of municipal law matters. Having previously served in the role of County Counsel, she has provided legal advice to the Board of Supervisors, county departments, boards, and commissions on issues involving governance, elections, land use, public health, human services, personnel matters, and regulatory compliance.

Ms. Freeman regularly advises public officials on open meeting laws, Public Records Act compliance, and the powers and duties of local government agencies. Her experience includes drafting ordinances and resolutions, responding to EEOC complaints, handling personnel appeals, advising planning and advisory commissions, and providing day-to-day legal counsel to county departments.

Education

Ms. Freeman earned her Juris Doctor from California Western School of Law. Prior to attending law school, she earned a Bachelor of Science in Business Administration, with an emphasis in Accounting, from California State University San Marcos. She has also completed the National Association of Counties' High Performance Leadership Academy and the National Institute for Trial Advocacy Trial Skills Training program.
