Overview
Victor I. King is Senior Counsel in Lozano Smith’s Los Angeles office. Mr. King brings extensive experience advising public agencies on complex labor and employment matters, with a strong focus on school districts and higher education institutions. He is well-versed in investigations, administrative hearings, and litigation-related matters.Experience
Mr. King advises public agency clients on a broad range of labor and employment and Title IX matters, including employee discipline, disability accommodations, discrimination, harassment, retaliation, and compliance with state and federal laws. Drawing on his prior experience as university legal counsel and as a community college trustee, he brings a deep understanding of the legal, operational, and governance challenges facing higher education institutions.Mr. King provides guidance on investigations, workplace misconduct, and agency complaints, including matters before the DFEH, EEOC, and OCR, and works closely with leadership teams to manage risk and implement legally compliant policies and practices across both K-12 and community college environments.
Mr. King represents clients in administrative hearings before administrative law judges, handling complex matters involving employee discipline, disability retirement, and union-related disputes. He brings a strategic, detail-oriented approach to proceedings, guiding clients through each stage of the hearing process.
Since 2011, Mr. King has been a gubernatorial appointee to the California Law Revision Commission, where he served on the legal team that recodified and reorganized the California Public Records Act.
