Approximately a quarter of school districts in the state have moved to by-trustee area elections. Plaintiffs' counsel continue to send out demands to public agencies to make the transition to by-trustee area elections under the California Voting Rights Act, and the number of school districts making this transition continues to grow, both in response to such demands and voluntarily in order to avoid these demands. This presentation will provide an overview of the CVRA and by-trustee area elections, legal and other issues that have arisen both before and after the transition being made, how sequencing of the elections operates, and best practices for districts considering or having already made the transition.
